PR/251: Vineet Gupta: Fix names for Synopsys ARC cores

 - 93 was (mis)used all legacy ISA/core: A4, A5...
   Only ARCompact ISA based cores use this machine-id, so rename to
   reflect as such.

 - 195: ARCv2 ISA is missing

 - 253/255: ISA is not ARCv2.3 but ARCv3
