[File] Bug: name use count (30) exceeded

Hi:

I hope this is a right place to report libmagic bug. Here is the GitHub
issue <https://github.com/ahupp/python-magic/issues/190> . We believe the
error comes from the underlying libmagic library. However, simply running
`file THIS_IMG.jpg` does not crash. Please kindly take a look.
