[File] [PATCH] OpenSSH key/certificate revocation list

Hello,

see https://bugs.debian.org/939818 for a longer explanation: OpenSSH
introduced a "OpenSSH Key Revocation List", and the file format is not
understood by file/libmagic yet. Thanks to a sound file format and good
documentation, changing this wasn't difficult.
