[File] [PATCH] Move visibility.m4 to m4/visibility.m4

Hello!

Please find the attached patch which moves visibility.m4 to
m4/visibility.m4 as suggested by upstream. [0]


Without this patch, on current master `./configure` shows
`gl_VISIBILITY: command not found` error message.
