[File] [PATCH] suggestion: PR template to discourage PRs…

Hello,
 Even though I read the README and knew not to, I still accidentally created not one but TWO GitHub PRs against the read-only mirror.
 (Sorry! I was trying to create PRs against my own fork, just for review purposes. I closed them.)

 But, it got me thinking.  Would you consider adding a PR template to the repository?  This way if someone *does* start to create a PR, they will get the enclosed message in their PR and perhaps it will deter them.

I’ve used this successfully elsewhere.
