[File] Question about !:strenght

Hi

I would like to better understand how !:strength works.

I am looking at the 'c-lang' specification, but it is unclear to me how
'file' chooses the "stronger" C++ rules when dealing with C++ code.

Is there a quick explanation anywhere?
