Add detection for Atari ST operating system (TOS) ROMs.

The Atari ST line of computers had the operating system on ROM chips,
this detects file copies of those ROMs.

Detection also for a GPLv2+ implementation called EmuTOS, and the
extended header information it provides.

Relative offset-based detection so that EmuTOS builds for the
Commodore Amiga are also detected.
