[Tcsh] UTF-8 support on Windows?

Digging into unicode support in win32 tcsh some more, it looks like should sort of just work except it doesn't. When I do an "ls-F", all the files which have unicode characters in them are skipped.

I noticed that the Windows (x64) build doesn't seem to support UTF-8? I just enabled UTF-8 support for my application trivially on Windows using the new Windows 10 support as of May 2019 [1] which just requires embedding of the right magical manifest file. Perhaps we can do the same for win32 tcsh? I'd be happy to take a stab at doing this if there isn't already a better way.
