[Tcsh] tcsh-6.22.04 is now available

Well, I understand what 6.22.04 was meant to be. I am just curious why
the two recent minor releases, 6.21 and 6.22 were announced to be just
bug fixing releases, i.e. why were they not numbered 6.20.XX.
