[Tcsh] TCSH repository for Debian

Hi all,

I had an itcsh about getting a working tcsh on my Debian bullseye
machines in some reasonable manner, so I stayed up really late last
night and put something together to help myself.

    https://deb.tcsh.org/

Now, I'm very new to maintaining a repo all by myself, so please do
not be surprised if I manage to break it. If you have any good
guidance, advice, or tips, please send them my way.

I also worry just a little bit about the possible bandwidth that this
might consume.

For now, there are only packages for bullseye and only for the amd64
and arm64 architectures.
